Middle East Tensions Drive Up Taiwan’s Taipower Fuel Costs by $4.92 Billion

Published on

Taiwan’s state-owned electricity utility, Taiwan Power Co (Taipower), is bracing for a significant financial hit as it anticipates an increase in fuel costs by more than NT$160 billion (approximately US$4.92 billion) this year. This surge is attributed to the elevated natural gas prices stemming from ongoing tensions in the Middle East, involving countries such as the United States, Israel, and Iran. The conflict, which began in late February, has already resulted in a more than 70 percent rise in natural gas prices for the power sector.

Between March and August, Taipower experienced an increase of approximately NT$71.1 billion in its fuel expenses due to these price hikes. The company has expressed concerns that the rising fuel costs could further inflate its accumulated losses by NT$70 billion, potentially bringing the total to around NT$420 billion. Taipower’s financial challenges are compounded by expensive fuel imports, electricity rates that have not kept up with operating costs, and the burden of interest payments on significant infrastructure-related borrowing.

Currently, Taipower’s outstanding borrowing for infrastructure projects stands at about NT$1.85 trillion, with annual interest expenses expected to reach NT$30 billion. In response to these mounting financial pressures, the utility is seeking government support through a proposed NT$71.1 billion supplemental budget, which is pending legislative review.

Electricity rates in Taiwan have remained unchanged since September of the previous year, following a modest increase of 0.71 percent. Despite the financial strain, the government has resisted raising rates in recent reviews to avoid exerting additional pressure on consumer prices. However, Taipower has proposed a 12.83 percent increase in electricity rates, citing the necessity due to escalating fuel expenses and ongoing financial difficulties. The government is scheduled to reassess electricity pricing in December.

This situation underscores the broader impact of Middle East tensions on global energy markets and highlights the challenges Taiwan faces in maintaining stable electricity prices while managing rising energy import costs. The outcome of the government’s forthcoming decisions will be crucial for Taipower’s financial stability and the country’s energy strategy moving forward.
